Understanding the Patient Protection & Affordable Care Act (ACA) or “Obamacare”

The ACA was signed into law in 2010 to make coverage more affordable and available. Some of the provisions include: no preexisting medical condition exclusions, no lifetime caps on medical costs, covering preventative care, and guaranteed issue (regardless of health status, age or income).

Individual Mandate

Effective January 1, 2020 there is no penalty should you choose to not carry a credible health insurance plan.  There are many new options available due to this change.

 

Subsidies

Some people qualify for a subsidy (premium assistance), based on household income.


Costs

Plan costs are based on 4 factors: age, location, plan type, and use of tobacco.

 

Open Enrollment

November 1 to December 15. Changes are effective January 1 of the following calendar year.

 

Special Enrollment Period (SEP)

Signup is allowed outside of the annual open enrollment period for “qualifying” events. Some examples of qualifying events include:

  • Losing coverage under an employer sponsored health plan
  • Household changes: divorce, marriage or having a baby
  • Turning 26 and aging off a parent’s plan
  • Moving to a new ZIP code or county
